The Mersin Water and Sewerage Administration ('MESKİ') intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the 'Bank'] for a project to build the Mezitli Wastewater Treatment Plant and treated effluent pipeline. The proposed plant is intended to enable Mersin to treat all wastewater produced in the western part of the city in accordance with the applicable Turkish and European Union standards.

The proposed project, which has a total estimated cost of EUR 20 million equivalent, will require the procurement of the following consultancy services and works:

• Consultancy services for the design, preparation of drawings and tender documents, and for the supervision of construction.

• One design and build works contract. The expected length of the construction period is 24 months with a 12 month defects notification period. The contract may also include the operation and maintenance of the plant for five years.

Tendering for the above contracts is expected to begin in the second quarter of 2012.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's 'Procurement Policies and Rules' and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
