PROCUREMENT OF MULTİ-JET DRY TYPE COLD WATER METERS
(ASAT2-G15)

1 - This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 659 of 31 July 2005 and posted on 12 May 2010.
2 - The General Directorate of Iller Bank has received loan for funding the Municipal Services Project - II (Additional Finance) from International Bank for Reconstruction and Development (IBRD) under Loan number 7885-TU. Iller Bank allocated some part of this loan to ASAT (will be deemed Sub-Borrower for the rest of the document) for “Construction of Antalya Sewerage System” and “Rehabilitation of Water Supply Project”. The Sub-Borrower is planning to use some part of these loans for “Procurement of Cold Water Meters (ASAT2-G15)” according to the Clauses of the Sub-Loan Agreements.
3 - The Sub-Borrower ASAT now invites sealed bids from eligible and qualified bidders for the procurement of 60.000 units of Multi-Jet Dry Type Water Meters.
4 - Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004, revised October 2006 and May 2010) and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5 - Interested eligible bidders may obtain further information from Purchaser’s representative Mr. Dr. İbrahim Uğur ERKIŞ “yonetim@aldas.com.tr” and inspect the Bidding Documents at the address given below from 09.00 AM to 5.00 PM. (local time).

6 - Qualifications requirements include:
The Bidder should demonstrate that it has a minimum average annual turnover of EUR 1,000,000 (one million) or equivalent calculated as total certified payments received for contracts in progress or completed in, 2012, 2013 and 2014.
The bidder should demonstrate that it has successfully completed contracts with relevant services for the supply of at 120,000 units of water meters used in public utilities in house connections to meter the water consumed from the water distribution network in the last five years (2010-2014). Contracts completed in the year 2015 until the bid submission date shall be added to the contracts of the year 2014.
A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
7 - A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 600 TL or 200 Euro. The method of payment will be bank transfer to ASAT, Accounting Department in the relevant bank accounts stated below referring also to Contract No. ASAT 2/G15. The fee deposited for purchasing the Bidding Documents shall by no means be returned.

The Bidding Documents will be hand delivered from the address stated below upon the presentation of the Bank receipt. Bidding Documents may be delivered by courier if requested upon submission of a Bank receipt by the receiver.
8 - Bids must be delivered to the address below at or before 11 November, 2015 at 14:00.(local time) Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 11 November, 2015 at 14:15.(local time). All bids must be accompanied by a Bid Security of not less than Euro 30,000 or equivalent amount in a freely convertible currency
